I. Purpose and Objectives
The University is committed to reducing pollutant emissions across its campus by encouraging the adoption of Zero Tailpipe Emissions Vehicles and supporting their gradual expansion wherever feasible. This commitment aims to improve air quality, reduce greenhouse gas emissions, and advance the University’s environmental sustainability objectives.
II. Scope
This policy applies to:
- All university facilities, roads, and parking areas within the campus.
- All vehicles owned or leased by the University.
- All faculty members, staff, and students when using transportation within the campus.
- Suppliers, contractors, and visitors entering the campus, wherever applicable.
III. Definitions
- Zero Tailpipe Emissions Vehicles: Vehicles that produce no direct exhaust emissions during operation, such as fully electric vehicles, thereby contributing to reduced air pollution and lower greenhouse gas emissions.
- Direct Tailpipe Emissions: Gases and pollutants released from vehicle exhaust during operation, including carbon dioxide (CO₂), nitrogen oxides (NOx), and fine particulate matter.
IV. Core Policy Provisions
- Encourage the use of Zero Tailpipe Emissions Vehicles across the University campus wherever possible.
- Prioritize zero- and low-emission vehicles in the procurement or replacement of University fleet vehicles.
- Support the development of the necessary infrastructure for electric vehicle use, in accordance with available resources and institutional capacity
- Reduce dependence on conventional high-emission vehicles within the campus environment.
- Raise awareness among university members of the importance of zero tailpipe emissions vehicles in improving air quality and reducing emissions.
- Monitor opportunities to develop and transition the University fleet in alignment with carbon emission reduction targets.
V. Alignment with the Digital Learning Environment
Given the University’s reliance on an e-learning system, the following mechanisms are applied:
- Expand the use of virtual meetings and digital services to reduce the need for on-campus transportation.
- Increase reliance on remote learning to minimize commuting-related vehicle use.
- Disseminate digital awareness materials highlighting the role of zero tailpipe emissions vehicles in reducing pollution.
- Encourage University members to adopt practices that actively reduce transportation-related emissions.
VI. Associated Procedures
- Explore opportunities to incorporate zero tailpipe emissions vehicles into the University fleet.
- Assess infrastructure requirements for electric vehicle charging in line with available institutional capacity.
- Monitor fuel consumption and emissions generated by university-owned vehicles.

VII. Key Performance Indicators
- Percentage of zero- or low-emission vehicles relative to the total University fleet.
- Reduction rate in conventional fuel consumption compared to the previous year.
- Reduction rate in emissions generated by University vehicles.
- Number of awareness initiatives or campaigns implemented annually.
- Completion rate of zero tailpipe emissions vehicle infrastructure in line with the approved plan.
VIII. Review and Update
This policy shall be reviewed annually or as required, taking into account KPI outcomes, technological developments, relevant environmental regulations, and feedback from university departments and relevant stakeholders.
